If that is the case, you’re probably using some kind of page caching plugin, eg. W3 Total Cache, WP Super Cache, etc. Clear those caches everytime you make changes to the widget areas so that they are reflected immediately instead of after the cache has expired.

Try going to WP Admin > Settings > Any Mobile Theme, and ensure that Graphene Mobile Neo has been selected for the mobile devices.

From what I’ve experienced before, WooCommerce seems to be the more reliable and consistent plugin than WP eCommerce. You might want to give it a try.

Sounds like you using some kind of plugin that restricts where certain widgets are displayed (Eg. Widget Logic, DP Widget Plus, etc.). Deactivate that plugin and you should be good.
