See the table of contents? That’s generated by a plugin called “Table of Contents Plus”. I just go wherever I want a table of contents in a post or page and type
[toc].You can find all the shortcode options for the Hikari Internal Links plugin here:

I think it is exactly what you are looking for.
This plugin might work for you:

It will allow you to link to selected categories or tags, plus a whole lot of other stuff. If you try it and it works, let us know, because a lot of people are interested in this and ask for it now and then.
