Check the documentation on the plugin. If the JavaScript is supposed to go into the

You can put a logo there, using an action hook widget area.
Graphene does not natively support a custom menu in that area, but there’s no reason why you couldn’t add a custom menu widget to the action hook widget area there. Keep in mind that you are going to have to do a lot of work with CSS in your child theme to make it work, however.

Are you using a custom menu? If not, then you should use one. You can then include whichever links you like.

A couple of things to try:
1. Disabling plugins, clearing the server cache, and reloading the page.
2. Open the page in a private window (Firefox) or an incognito window (Chrome) to rule out browser extensions causing an issue.

If they have the ability to create a blog post on your WordPress install, or on your multisite install, they can use those as long as they are using the Graphene theme.
I’m not sure about using them in a forum. Which forum plugin are you using?
Of course, you can always try this in a test post in the forum and see if it shows up. I don’t think you would need to enable any sort of permissions or anything. The Graphene code is unique enough that it shouldn’t be overridden.

Additionally, the mobile switcher plugin that you need to enable it has a link to view the mobile site on your desktop.
