There is no “align:center” in CSS. “text-align” will align text within its containing block, if that is what you want.

No need for CSS: Appearance >> Background. You have already removed the background image, now just choose a color from the color picker.

However, you can’t create a conditional like this in a custom link. I’m not sure how you could this, other than in a child theme (using IF…THEN…ELSE) written directly into the footer.php file.

Yes, the browser could have an effect. And IE is extremely “buggy” — it often doesn’t act the way other browsers do. That’s why I prefer Firefox.
