What exactly do you want to see here? This isn’t a lot of information.

1) You have disabled right-clicking, which makes is annoying, as it makes it difficult (not impossible) to diagnose these things. This is like going to the doctor, but not letting him take your temperature. (FWIW, this does not make it impossible to steal your content.)
2) If your server is located in the EU, you need to maintain that message to stay in compliance with EU cookie regulations (which are ridiculous). If your server is not located in the EU, you can probably get rid of it.
3) This does not appear to be a theme option (although that is possible—Graphene, and WordPress in general—is very extensible, and in a variety of ways). It appears to be a plugin. However, because you have disabled right click and I can’t be bothered to disable it on your site, I can’t tell for sure. (See #1). So check your plugins to see if you have some sort of EU cookie plugin enabled. If so, disable and delete it.

Have you installed Graphene Neo and selected it for mobile devices using the Any Mobile plugin?

Is this happening only in the mobile version of your site? If so, have you assigned a custom menu for both Graphene Neo and Graphene Desktop? (They are separate themes and thus will need to have custom menus applied to each.)

If you search the WordPress plugin repository for “php widget” you’ll find a few that work great. You can then use a PHP widget in place of a normal text widget.

There’s code, and then there’s code. In a WordPress text widget, you can add HTML, CSS, and JavaScript, but not PHP. You’ll need a special plugin for PHP.
