No, no, don’t get it wrong. You have full rights to edit anything in the file. That is the beauty of GPL. But the concept is, if you hack the core either you miss out the future updates or your modifications will be replaced with fresh code when you update the theme. So, don’t hack core, instead use a child theme to make modifications.
