Solved !
Needed to install GD package for PHP for Windows 10, which was not done as part of the XAMPP package download/install.
Info on how to do this install is at https://www.geeksforgeeks.org/how-to-install-php-gd-in-windows/

It worked fine for me and I can now crop images in Graphene.

[Solved] Changing the Graphene Primary Menu background colour to something other than white will show the “Hamburger”….
