Need help putting a menu over the bar at action hook footer.php:graphene_before_footer

    I am attempting to lay a text menu directly on top of the bar that separates the blue background where the disclaimer is from the brown footer. I like the way the site looks now, and all I need to do add this menu According to the Hook map, the spot is footer.php:graphene_before_footer, but I can’t get it to work. Thanks in advance.
