In google chrome when I move anything from Header Widget Area it seems to pull up rest of page?

    In google chrome when I move anything from Header Widget Area using CSS moving a margin or position of something up for example, it seems to pull up the rest of the page as if moving something inside the action hook also pushed up the content

    How can I fix this ?

    Its fine in Internet explorer and fire fox ?
