I would like an option to place the header text above the header image – as it is on the Twenty-Ten theme for example.

My header images are quite busy so the header text is hard to read when it is in front of the image.

I solved the problem by imbedding the text with a border and drop shadow in the image itself.

But this is not ideal.

Could we have an option to locate the header text above the image?

You can also just modify the placement of the header text using custom css.
