You will find an affiliate disclaimer notice.

I would like this notice to show up down where it says “powered by WordPress” instead of where it is at in the theme.

Please advise

Read the tutorial that Syahir linked to. It provides all you need to know about action hook widget areas. Activate one, drop a text widget over to it, and then add your code to that text widget.
