I updated Graphene this afternoon. Now, new custom menu items get placed at the top level regardless of where I drag them in the hierarchy in Google Chrome. Once I hit save, new items move back to the top level. Previously created items stay in place. The editor seems to be working in Firefox.
Haven’t switched themes yet, but I have another installation which is working fine in Chrome, though the Fluency Admin plugin is not installed on that site. I’m thinking it could be a plugin conflict.
