Also related, how to upload a complete folder to a WP directory ?

Seems the upload tool will only accept individual files.

    Thanks in advance

If you want to upload folders (such as plugins) to your server; you will need to use an FTP program or your hosting providers CPanel.

This will allow you access to your file directories on your server.

    Thanks for thre response.

I have upload the ( Tiny MCE )zip file and extracted to the WP plugins directory.

However I can’t find a way to install from word press site ?

Also, still getting the same error message ( above ) when attempting to search plugins.

    Suggestions welcome

This is almost always caused by issues with your server being unable to send a request and receive receive responses from the WordPress.org servers. Ask your web host about it.
