Adding drop down menus

I would like a menu that has links and drop down menus. I go to the Menus tab, add a menu, add pages to the menu. But the menu doesn’t appear. What do I have to do to make the menu appear?

I should be a little more specific. I would like the item in the main menu to not point to any content. In other words, when the user clicks on it, they should only see the menu drop down.
