The site is using a child theme and I want to edit the navigation bar just under the menu bar. I believe this is done by editing the them properties itself but I cannot find how to get to these with the child enabled. I’m also unable to find the PHP file that is responsible for this nav bar.

Um…no. Do NOT edit theme files. Instead use a custom menu. There is a tutorial on my blog telling you how to set one up.
FYI: you really should update Graphene. 1.5.2 was ages ago. Not updating leaves you vulnerable to security concerns.
