I am currently unable to change the levels of my menu items (currenlty I am only able to place in New First level items) and connot move or alter the order of my menu items.

This is only a recent problem.

To date I have tried it on several browsers and computers, and tried disabling my plugins however this does not fix it. It only occurs on my website that has this theme. As my other sites with different themes (but the same plugins) do not have this issue.

If you switch to the default theme does the issue persist? From what you described it sounds like a JavaScript issue to me.
