I would like to change my site's rounded border colour from black to blue or any other colour. is is possible to change this? please do let me know.

Do you mean the background colour? You can change it at Appearance > Background

Yes, that's the Background image. Go to Appearance --> Background. There you can upload a new Background image to choose a Background Colour. Don't forget to hit Save Changes button after updating the background image/colour
