Would like to add pictures to slider independently of posts or pages. This option does not exist. I assume I have to make a page and use a picture as featured picture, then add text to get the overlay effect. Then use list of pages to display in slider.
Is this the correect procedure?

Yes.
You can also use posts and assign them to a specific category for use in the slider, then exclude that category (and posts from it) from being displayed on the front end other than the slider. It's all available from Graphene's slider options.
Another option is to forgo the theme's slider and use a different plugin that might be better suited to your requirements. Just because it's there doesn't mean you have to use it.
